Lilly Endowment With the 1,400 ragged Americans moving a day ahead of 5,000 uniformed French soldiers, the columns followed a path that took them behind the Palisades through Pompton Meeting House, and on to Whippany and Bullion's Tavern in Bernards Township. By Aug. 31, they were camped at Somerset Courthouse, now Millstone. Then it was on to Princeton, Trenton and the Delaware River. Much of the march followed a path that would become Routes 202 and 206 through Morris, Somerset and Mercer counties.

Henderson, superintendent of Morristown National Historic Park, who led the effort to set the area's boundaries. "I have seen other heritage area bills languish. This one has broad support. I am optimistic. I would hope to see it pass by spring or summer."

Endowment Funds Henderson said if the legislation is approved, a review panel of 25 New Jersey volunteers set up by the National Park Service would determine how the money should be used. The plan would then go to the U.S. Department of the Interior for approval. To receive a share of the money, historical groups or local governments would have to match the amount.

Sell Endowment Policy Like the crossroads area plan, the idea of the Washington-Rochambeau Revolutionary Route is slowly moving forward. If the National Park Service determines the route is nationally and historically significant, retains its 18th-century integrity and has the potential for public recreation, Congress could designate it a national historic trail.

College Endowment Brian Aviles, the National Park Service's project manager for the Washington-Rochambeau Trail, said yesterday a draft detailing the significance of the proposed trail has been completed and submitted to park service officials in Washington for review.

Endowment Mortgage Plan "The draft answers the question: Was this a national and significant historical event and did it shape the country in profound ways?" asked Aviles, who is based in Boston. "The answer is yes it did. Early indications are the draft is being well received."

Modified Endowment Contract If Washington decides the park service should be involved in the trail project, Aviles said his office will begin meeting with national and local history organizations such as the Morristown-based Washington Association in the spring to discuss how the trail could be operated.
