House Passes $20.2 Billion Interior Bill
Endowment Policy The House narrowly passed an Interior spending bill late Thursday night, approving almost $13 million for certain individual projects in Yellowstone and Grand Teton national parks, but falling short of what national parks advocates say is needed to maintain the park system nationwide.
As the calendar year quickly approaches its end, Congress is rushing to finish its work on a number of tax bills under consideration. The House of Representatives overwhelmingly passed three tax bills on December 7, -the Stealth Tax Relief of 2005, the Gulf Opportunity Zone Act of 2005 and the Tax Revision Act of 2005. The next day, 197. The latter is a $56.5 billion measure that must now go to conference with the Senate, which passed a different version of the legislation, the Tax Relief Act on November 17.
Selling Endowment The $20.2 billion Interior funding bill for 2004 passed 216-205. An 8.6 percent increase over last year's spending Interior budget, it contained funding for a variety of Wyoming projects. Wyoming Republican Rep. Barbara Cubin voted for the bill.
In June 2003, the House approved the $162 billion "Death Tax Repeal Permanency Act of 2003" in a vote of 264 to 163. If passed in the Senate, the bill would cancel the sunset clause in President Bush's 2001 act. And the Estate Tax would be permanently repealed. The Senate has yet to act on this bill.
Endowment Mis Selling "This is responsible spending on important projects," said Cubin in a release. "I'm a budget hawk and always work to keep federal spending as low as possible. But once the budget is set, I'm going to work like mad to make sure Wyoming is treated fairly. This is a fair bill and I was glad to support it."
During the House debate, many Democrats sought to portray the estate tax bill as a sop for the rich, who want to pass on their wealth to heirs. Democrats said the measure would add $800 billion to the federal budget deficit from 2010 to 2020 and only benefit 7, 500 families.
Selling Endowment Policy The bill foundered leading up to a late night vote Thursday as both Democrats and Republicans protested language added at the last minute that bars the Interior Department for a year from starting a court-ordered accounting of how much the government owes American Indian landowners suing the government for what they say is more than a century of misuse of their land, the Associated Press reported.
During floor debate, Ranking Member Charles B. Rangel ( N.Y.) questioned why House Republicans would want to pass AMT relief as a separate bill, rather than including it in a tax reconciliation measure that is protected from amendments in the Senate. Rangel predicted the House AMT bill is on a "road to nowhere" and would stall after House passage.
Endowment Fund Lawmakers said the move was an unconstitutional interference with a court ruling, the AP said.
The budget reconciliation bill, a measure that could well impact the outcome of the tax reconciliation conference, also remains unfinished. Although initially approved by both the House and Senate, the bill must return to the House for a roll call vote after Senate Democrats altered the final version by raising several points of order. It is expected to pass again and be signed into law.
Lilly Endowment The bill includes $5.9 million for rehabilitation of Old House at Old Faithful Inn in Yellowstone; $3 million for a Grand Teton National Parks Visitor Center; $1.9 million for improvements to the West Entrance Station at Yellowstone; and $1.9 million for snowcoaches and general infrastructure.
Endowment Mortgage Uk But total spending on parks was criticized by advocates as falling short of what is needed, barely covering cost of living increases for parks workers.
Endowment Plan Mortgage The bill included $1.6 billion for operating expenses in the national parks, a $55 million increase from last year, less than the Bush administration requested and less than the amount allocated in either the House or Senate version of the bill, according to a release from Americans for National Parks. The group estimated it would take an increase of $178 million to meet the parks' critical needs.
Endowment Mortgage Complain The bill includes a slight increase of funding for payments in lieu of taxes (PILT) money nationwide. Last year, Wyoming received $12.9 million of the $210 million allocated for the program, which helps offset lost property tax revenue caused by land owned and managed by the federal government. The new bill allocates $227 million toward that effort.
Sell Endowment "With almost half of the land in Wyoming under the control of the federal government, this bill is incredibly important to the people of Wyoming," Cubin said in a release Friday. "These PILT payments are crucial for county governments to maintain their roads and provide firefighting and law enforcement."
Endowment Mortgage Cubin said that other Wyoming projects funded in the Interior spending bill include:
Endowment Funds n $206,000 for wolf monitoring in Wyoming;
Sell Endowment Policy n $250,000 for seismic monitoring in Jackson Hole;
College Endowment n $4 million for the Western Research Institute in Laramie, and;
Endowment Mortgage Plan n A $4 million increase to the account that funds the Rocky Mountain Oilfield Testing Center near Casper.
Modified Endowment Contract The environmental group Earthjustice criticized the bill for, among other things, easing oversight of grazing permittees.
Endowment Surrender According to Earthjustice, a measure attached to the bill mandates renewal of grazing permits that expire over the next five years without required environmental reviews and public input.
Traded Endowment Policy The bill also provides $3 billion for fighting wildfires, $391 million for national wildlife refuges and $122.5 million for the National Endowment for the Arts.
